Thinking of Copilot Studio as “a tool to build chatbots” is the most expensive misunderstanding. What we’re discussing today isn’t a bot that answers questions; it’s an agent that writes to systems when needed and asks a human only when necessary.
Separating the three layers matters: Copilot (reason/chat), Cowork (long-running execution on command), Autopilot (autonomous, proactive). Across the M365 ecosystem, the number of agents grew 15× in a single year (WTI 2026, HIGH). Standing one up is the easy part; governing it safely, predictably and measurably is the hard part.
